Strings quoted in "command messages" should be checked for open color/formatting tags

Description

As the title says, strings that are quoted within what the config dialog calls "command messages" should be quickly checked for open FormatCodes such as "%Dcf.." or "%Dcb..". If there are any open FormatCodes, they should be terminated. The attached screenshot shows what results currently because of this oversight.

Version is 0.6.1, though this is not currently possible to select in the bug report form.

A conversation with Jodaz in #quassel led to the realization that some might misunderstand this bug report. Obviously, I am not suggesting that all quotation marks should close formatting tags, only that strings should be checked for tag closure before being included in other strings, like how in the screenshot the string containing the new channel topic is included in the string announcing that the topic was changed.
