using quassel-core 0..13.0 at a Debian (buster) and client 0.13.1 at a stable Gentoo
I have no local rules.
I selected "current Nicks" for remote highlighting and created an ignore rule, where "Sender" is "willikins".
I'm still being highlighted eg in messages of the Gentoo bugzilla bot "willikins" with messages like "ulm: https://bugs.gentoo.org/730006 "dev-texlive/texlive-luatex-2020-r1 : file collision with dev-texlive/texlive-fontsrecommended-2020"; Gentoo Linux, Current packages; RESO, FIXE; toralf:aballier"
