Highlight Notification- Disable (Silent) all/per channel/per highlighted word

Description
This should only disable the notification but not remove the highlighting the text.
1) Add button to Menu that is of the form of a button plus drop down. The button itself disables all notifications, the drop down breaks down to Network, channel, and then custom's, putting in an All at each level.
2) Chat's Context Menu item
