Quassel responds to non-Quassel notifications

Description

When I click one one of Quassel's popup notifications for a highlight, it takes me directly to the highlighted line, which is nice. But when I click on any other program's notification, the Quassel window comes to the foreground anyway - or, if the Quassel window is already in the foreground, it disappears (Quassel keeps running, but I have to click its icon in the notification area to get it back - or, oddly, click any other popup notification.)

I was able to repeat this simply by using the command-line
$ notify-send "foo"
and then clicking on the notification generated.

I am unable to reproduce this issue on Fedora 34, running Quassel 0.13.1.

I suspect that at some point, this was fixed without realizing, perhaps the result of a code overhaul.

I'm going to close this issue, but if you continue to have this issue please feel free to reopen it.
